I rent a car for 24 hours in Florence, Italy on Aug.13, 2013. On Dec. 30, 2013, Europe Car took 90 euros from my credit account. I wrote them many times, finally they replied saying it might be a traffic ticket. So I asked them to show me the ticket as a proof, then no response till now.
Yes, they are probably charging you an admin fee for providing your details to the police so they can send you a ticket...most likely for driving in a ZTL zone in Florence. That's not how it works. The fee is not for the fine and they might not even know what it was for. The police just contact them for your info to mail you the ticket. The fee in the contracts say it's for providing your info to the police. It's not just Europe that has that either.

Unless the law has changed (I don't think so), the OP only had 60 days to contest with her credit card (assuming US card). The OP said the charge was from Dec. and is well past the 60 day credit card requirement.
I wonder what the overall cost of the holiday was. I know that 90 isn't a an insignificant amount, but OTOH when compared with the overall cost, it's probably not very much. it's roughly the cost of a meal out in Florence, for example, or one night in a pretty cheap hotel.

In the past (10+yrs) I recall quite a few posts about European car rental agencies hyatt regency hotel (the cheaper ones IIRC) charging afterwards for things like gas even though the poster had claimed to have filled the tank.

I just contact with my cc, I do this late because at first I didn't pay enough atttention to this problem and thought europcar will give me a clear explanation. But i didn't expect the service of europcar is so poor. After that poor rely, no further answer heared from it.
The Italian authorities won't charge your credit card. But they will send you a bill for the amount of the fine. The rental agency simply charged you the administrative cost to provide your information.
