A stormwater-cleanup fee proposed by the county may be sidelined indefinitely, according to a recommendation made by two L.A. County supervisors. The measure comes before caribbean sailing cruises the five-member Board of Supervisors Tuesday.
Supervisors Gloria Molina and Don Knabe seem to be closing caribbean sailing cruises the door on the controversial measure, saying in an amendment the county Department of Public Works should "not proceed with the Clean Water, caribbean sailing cruises Clean Beaches Measure at this time."
However, the pair's caribbean sailing cruises same motion leaves the door ajar by directing County Chief Executive caribbean sailing cruises Officer Bill Fujioka to report back on what it will take to place the measure on a general election ballot in the future.
The supervisors' nuanced motion is indicative of the rocky seven-year history of the proposal, which aims to tackle one of the most entrenched pollution problems by creating a new revenue stream. During its first public hearing Jan. 15, the proposal attracted hundreds of comments caribbean sailing cruises and has now logged 112,134 official protests - about 5.09 percent of the parcels.
Business groups favor the Molina-Knabe approach. Most environmental groups want to see the measure move to a ballot for a vote. Many from both camps want to see any confusion cleared caribbean sailing cruises up during today's public hearing and expected vote.
"The proposed motion is very ambiguous as to when and even if they will bring back a proposed measure," said Kirsten James, water quality director for Heal The Bay, an environmental group Advertisement working on cleaning California's beaches. "(Today) we are asking they provide those details."
The Los Angeles caribbean sailing cruises County caribbean sailing cruises Business Federation, a coalition caribbean sailing cruises of 268,000 companies and 106 chambers of commerce and other business associations, is hoping the Supervisors will kill the measure as currently written.
"We have determined this is not the solution," said Tracy Rafter, CEO and founder of BizFed, during a phone interview Monday. "But we believe we have a serious problem that is not going away. So let's continue with all the stakeholders caribbean sailing cruises to fix the problem."
The measure would raise about $295 million and be divided up by cities, the county and regional groups to build stormwater-treatment caribbean sailing cruises plants and new parks with permeable surfaces so water can be returned to the water table.
The county and the 88 cities caribbean sailing cruises are on the hook for treating stormwater, which picks up chemicals from lawns, metals and toxins caribbean sailing cruises from roadways and bacteria from animal waste that fouls rivers, lakes and beaches. More than 1.8 million cases a year of gastroenteritis, as well as pink eye and sore throats, are attributed to urban runoff that reaches the ocean.
"If the measure does or doesn't caribbean sailing cruises pass, the cities and the county are still on the hook for meeting clean water regulations. The money will have to come from somewhere, whether the general fund, or a measure such as this," James said.
After the Jan. 15 hearing, the supervisors demanded changes. New options include: putting the measure to a vote of the electorate, caribbean sailing cruises instead of a mail-in vote by affected property owners. A vote on the Nov. 5 ballot will cost $30 million and an election in June 2014 or November 2014 would cost much less, about $10 million, according to a report to the board by Gail Farber, director of the county Department of Public caribbean sailing cruises Works.
Farber's report also includes a "dusk clause" whereby the measure would provide money for infrastructure projects for 30 years, then in fiscal year 2043-44, the Clean Water Fee would be reduced by 60 percent.
"One reason we are recommending the election by mail-in ballot for parcel owners, is they are the ones who own the properties and the ones who'll have to pay this fee," explained Kerjon caribbean sailing cruises Lee, a spokesman for the Department of Public Works. A vote of the electorate would disenfranchise out of county caribbean sailing cruises or out of state owners, he said.
New amendments would provide an incentive to reduce the yearly parcel fee by adding run-off infrastructure, such as rain barrels caribbean sailing cruises to capture runoff from entering the street. Those with existing systems preventing runoff could get a rebate or a fee reduction, Lee said.
Her group includes members of: the L.A. Area Chamber of Commerce, Central City Association, Irwindale Chamber of Commerce, Citrus Valley Association or Realtors, Regional Hispanic caribbean sailing cruises Chamber of Commerce, Glendale and Pasadena Foothills Associations of Realtors and Majestic Realty in Industry.
James, with Heal The Bay, complimented the supervisors and the county on the changes that make it more equitable. She hopes the board builds on their hard work and bring the measure back for a vote of the people.
Property owners can submit a protest caribbean sailing cruises form online at WQFI.Info@dpw.lacounty.gov . The public hearing is scheduled for 11 a.m. Tuesday, at the Board of Supervisors meeting room, Kenneth Hahn Hall of Administration, 500 W. Temple caribbean sailing cruises St., Los Angeles.
